TITLE THIS IS THE ULTIMATE COFFEE TABLE BOOK- IF YOU WANT SOMETHING EVERYONE WILL FIND FASCINATING, THIS IS IT- I SPEAK FROM EXPERIENCE. This is a standard size (11.5 inches tall, X 10 inches wide) plastic notebook binder. The customized cover reads: "The Port of New York Authority: WORLD TRADE CENTER STUDY: PRELIMINARY ENGINEERING REPORT. Prepared For: Port Development Department, Roger Gilman, Director. By: Engineering Department. John M. Kyle, Chief Engineer" Cover is dated "June 1960" DESCRIPTION Produced by "The Port Of New York Authority", this is a typewritten feasibility study of about 50 typewritten pages. It is broken down in tabbed sections of three to six pages, labeled as follows: Introduction; Summary; Utility Survey; Water Supply And Plumbing; Electric Power; Heating Ventilating and Air Conditioning; Soil & Foundation Conditions; Fire Protection; Structural; Appendices. At the back of the binder, there are an additional 15 fold-out engineering blueprints  and architectural style grid maps that show construction suggestions for everything from the building site (proposed here to be along the east river by Fulton Market- about a mile and a half from the ultimate site selected), the geological profile, schematic elevations, even floor construction, HVAC, etc. There is also a full page aerial photo with the proposed construction site highlighted. Overall, this report is essentially a "green light" from the engineering department with respect to the feasibility of the project. It is one of two preliminary studies that were done by the Port Of New York Authority before embarking on the project in 1962. Also, there is a laid-in "Monthly Report To The Executive Director, Period Ending July 31, 1963" with a highlighted photo of the final site selected for the Twin Towers on the cover- this laid in report is a 39 page, staple spine, general report from the engineering department, detailing various ongoing construction projects of the Authority, such as at the tunnels and airports (La Guardia Airport, Newark Airport, the heliopath, George Washington Bridge, The Lincoln Tunnel, the Path System ect) and it opens with seven pages of details on the proposed World Trade Center construction, including input by the architect Minoru Yamasaki. Finally, there is also a contemporary, laid-in newpaper clipping from the Newark Sunday News, proclaiming that the project has been approved- it is dated March 12, 1961. Here is what the opening page of the preliminary engineering report reads: "TO: Mr. Roger Gilman, Director, Port Development. FROM: John M. Kyle, Chief Engineer. DATE: June 15, 1960. SUBJECT: THE WORLD TRADE CENTER STUDY - PRELIMINARY ENGINEERING REPORT. In response to Mr. Adler's memorandum of May 2, 1960, the Engineering Department has prepared and submits herewith a Preliminary Engineering Report in connection with the study being made under your direction of the feasability of a World Trade Center in downtown Manhattan. John M. Kyle, Chief Engineer." These may be the oldest existing documents relating to the World Trade Center. My internet research indicates that this is one of two feasibility studies that were done by the Port Authority for the World Trade Center project, but no copies of the studies are believed to still be in existence, the reason being that in 1996, the Port Authority closed its library at One World Trade Center, and at this time they cannot account for what became of its contents. The initial interest in research into government documents about and relating to the World Trade Center buildings in New York City came with the publication of the World Trade Center Building Performance Study (McAllister, 2002). The insights that this publication provided into the collapse of the World Trade Center were many. McAllister provides both textual and visual explanations as to the cause of the collapse as well as understanding as to how this sort of structural failure might be prevented in the future. It was realized that there must be many other similarly interesting government documents. The World Trade Center (WTC) seemed to be the obvious choice - given the sheer size and cost of the structure, as well as the number of prominent government documents published relating to the WTC, it seemed that there must be many interesting documents that were not so prominent. The hope, when the research was started, was to show some sort of knowledge of the possibility that these buildings might be attacked and that people in the appropriate positions did not follow through as they should have. No "smoking gun" was found. Nor was much material found pertaining to the Trade Center itself prior to the 1993 bombing. Rather, there is a considerable volume of documents, mostly state and regional governmental publications, beginning about 15 years prior to the completion of the towers, then the publications that are created during the course of business and the running of the World Trade Center. The 1993 bombing caused federal investigation, as well as follow up materials five years after that bombing. Then, with the airplane attacks of September 11, 2001, the volume of federal government publications increases considerably, though not from the expected departments. The last documents to be discussed will be those created at a local and regional level since the terrorist attacks of September 11, 2001, mostly pertaining to the reconstruction of Lower Manhattan. The focus will be on the World Trade Center building itself and not on the terrorist attacks. In addition, this paper will not attempt to address all the documents published, as that would require far more space and time than is available, but to address the most important, most representative, and most available documents, to draw a general picture of the available government documents dealing with the World Trade Center. In addition, it will attempt to draw connections between the various publications, and bring to notice any holes that seem to be present. The earliest government documents pertaining to the site and construction of the World Trade Center in Manhattan were written by the Port of New York Authority (Gilman, 1960) and (Tobin, 1960), later (as of June, 1972) known as the Port Authority of New York and New Jersey and the Downtown Lower Manhattan Association (1960). The Downtown Lower Manhattan Association's World Trade Center: a Proposal for the Port of New York (1960) may be the only one of these three still extant. These two titles authored by the Port of New York Authority, as well as many of its later documents may no longer be extant. The sole cataloged copies of many of the titles published by the Port Authority were held (according to WorldCat) by the Port Authority of New York and New Jersey Library. This library, last mentioned in the 48th edition of the American Library Directory (1996) had 60,000 books, including many on the history of the Port Authority. The library, which was housed in One World Trade Center, was closed in 1996. John Betz, formerly of the National Transportation Library, who had been involved with trying to save the contents of the library, said that he did not know what happened to the collection. The Port Authority also did not seem to know what had happened to the collection. As a result, many of the older documents listed as having been authored by the Port Authority have not been personally inspected. They are described here to give a general overview of the sort of documents created relating to the World Trade Center..." HISTORY OR THE WORLD TRADE CENTER: The possibility of building a World Trade Center in lower Manhattan was first proposed in the late 1950s by the Downtown-Lower Manhattan Development Association. The Chairman of Chase Manhattan Bank, David Rockefeller, founder of the Association, with the help of his brother, New York Governor, Nelson Rockefeller, was influential in pushing the idea, believing it would stimulate the entire New York City economy. In 1962, the Port Of New York Authority began plans to build the Center. Minoru Yamasaki was selected as the architect. Architects Emery Roth & Sons handled production work, and the firm of Worthington, Skilling, Helle and Jackson served as engineers. Working with the Port Authority, Yamasaki considered more than a hundred different building configurations before finally settling on the concept of TWIN TOWERS. The project was approved and construction began in 1966. At the time, it was considered the most ambitious engineering project in history. It encompassed 16 acres, and until they were eclipsed by the Sears Tower in 1973, the Twin Towers were the tallest skyscrapers in the world. They were the signatures of the New York City Skyline. The north tower was completed in 1970, and the south tower in 1972. They ranked as the fifth and sixth tallest buildings in the world at the time of their destruction on September 11th 2001. Over 50,000 people worked in the buildings, while another 200,000 visited- daily. The center even had its own zip code- 10048.
